Case management for the municipal aktivitetskrav

Matchify Kommun is a Swedish case management tool for municipalities that apply the activity requirement, aktivitetskravet, to recipients of financial assistance (försörjningsstöd). This page is for colleagues who do not read Swedish. The guides on this site are in Swedish.
The statutory timeline
The rules are in chapter 12 of the Swedish Social Services Act (2025:400), as amended by SFS 2026:730. The Government bill is prop. 2025/26:207.

| 1 July 2026 | The rules enter into force. A municipality may assign activities before three months have passed. When it assigns activities to someone registered as a job seeker with the Public Employment Service (Arbetsförmedlingen), it must inform that agency. It must also report to the Health and Social Care Inspectorate (IVO). |
| October 2026 | The duty to require activity from a person who has received financial assistance for three consecutive months applies for the first time to assistance for October 2026. Time before 1 July 2026 does not count. The Act lists groups that are exempt. |
| January 2027 | The first quarterly report to IVO covers October to December 2026 and is submitted 1 to 31 January 2027. Municipalities enter the figures in IVO's e-service. IVO offers no API. |
| 1 July 2027 | IVO must impose a penalty (sanktionsavgift) on a municipality that does not report or has systematic shortcomings. The penalty is at least SEK 100,000 and at most SEK 10 million. |
What the product does
- One case per participant, from assessment and activity assignment to follow-up. Every entry is stored with its source, who recorded it and when.
- The caseworker documents the scope of the requirement in parts, so it is visible how the weekly hours were calculated.
- Competence assessment with three outcomes: met, not met and not established. A requirement counts as met only when a document such as a grade or certificate proves it.
- AI drafts a weekly schedule and helps the participant write a CV. A caseworker reviews the draft, changes what is needed and decides on the activity assignment.
- The tool prepares the information for Arbetsförmedlingen and compiles the quarterly figures for IVO from reviewed cases. Staff enter the figures in IVO's e-service.
- A provider reports attendance and results for its own activity and sees nothing else in the case.
What it does not do
- It does not decide on financial assistance. Those decisions stay in the system the municipality already uses.
- It does not decide the consequence of an absence. A caseworker judges whether the reason was acceptable. No consequence follows automatically.
- It does not let AI rank or select people. Comparisons are shown as facts, with their source.
- It does not approve data on its own. AI drafts, data read from documents and provider reports stay unconfirmed until someone has reviewed them.
- It never overwrites an activity assignment. Every change is stored separately, with the reason, the author and the time.
- It does not take a position on unsettled legal questions. It follows the municipality's legal assessment.
